Minutes from Ordinary Meeting held on
Monday 13th February 2017 at 7pm

4. Guest Speakers:
4.1. Stephanie Kitto, Neighbourhood Development Officer, Herefordshire Council came to talk to the Parish Council about the process of how to complete a Neighbourhood Development Plan and the benefits of the plan to the Parish as well as the consequences for not having a plan. If the Parish Council do not complete a plan they will automatically been put into the Rural DPD along with other local/neighbouring Parishes that have decided not to complete a plan. A grant is available to help cover the costs of completing a plan. 4.2. Rachael Walker Planning Assistant and Sian Griffiths Planning Director, RCA Regeneration came to speak to the Parish Council and present their draft outline plan of the proposed development on Whistance land in St Weonards. They have had a pre-application meeting with the planners at Herefordshire Council at the end of last year and are now looking to progress to full application later on this year. They are organising a Parish Consultation Meeting in early March when they will be able to show and discuss a few more details about the proposal. What they have presented at the meeting is subject to changes in the future after future consultations. Rachael will inform residents and Parish Council of the date of the consultation. 5. The minutes from the meeting held on 9th January 2017 were signed and adopted.
6. Open Public Session
6.1. Report from David Atkinson, Balfour Beatty Locality Steward
6.1.1. There was nothing to report as David Atkinson was unable to attend the meeting.
6.2. Report from County Councillor David Harlow
6.2.1. Cllr Harlow was unable to attend the meeting but sent a report to the Clerk.
6.3. Report from West Mercia Police
6.3.1. Clerk to circulated the most current Police Briefing to all Councillors and to put the report on the website. Clerk to action.
6.4. Views of Local Residents
6.4.1. Residents asked if the Parish Council could look into the cost of putting a sign up from the car park to the shop. The Council RESOLVED to look into the cost of such a sign. Clerk to action
7. Lengthsman and P3 Scheme
7.1. Tracy Knights reported that he had completed the following work – cleaned Mountway, pothole survey, litter picking, cleared out gullies. Need to report to Dave Atkinson that jetter is still required to blow out pipe from A466 up towards the chicken houses. Clerk to action
8.1. The Clerk updated the Council that St Weonards PCC would like to donate £250 towards the defibrillator. Welsh Newton YFC have also said they would like to give a donation towards the defibrillator. Clerk to speak to WNYFC Secretary. Clerk to action. The Clerk to action finding out how long it will take to adopt the BT phone box, which is a listed building. A temporary location for the Defibrillator was discussed if the BT phone box is going to take a long time to sort out the purchase. The Village Hall or Village Shop was suggested as an alternative. 8.1.1. The Clerk informed the Council that there are two Herefordshire Heartstart Courses been organised: Thurs 23rd March 10.30am-12.30pm at St Weonards Village Hall or Tues 25th April 7-9pm at Llanwarne Village Hall. The Course is free, lasts for 2 hours and you will learn how to save a life. To book the course please email Kate Hughes Parish Clerk at firstname.lastname@example.org
8.2. The HSBC Bank Balance was £4975.57 on 13/2/2017, budget spend was reviewed and on track to be on budget for end of the financial year.
8.3. The following invoice was RESOLVED for payment. Clerk to action
8.3.1. Tracy Knights, Lengthsman Invoice 637 for work carried out £240 – Chq 100396
8.4. There were no financial risks identified by the Parish Council at the meeting.
9.1. The Council considered the following planning applications: They were none to be considered.
9.2. The Council noted the update on current planning applications
10. The Council noted the correspondence received and Clerk’s information sheet.
