ST. WEONARDS PARISH COUNCIL

Minutes from Ordinary Meeting held on
Monday 7th February 2022
at 8pm at St Weonards Village Hall

 

Councillors Present: Cllrs Mike Cain (Chair), Peter Gebbie, Laura Williams, and Mat Preece

In attendance: County Cllr Toni Fagan, Mrs Kate Hughes (Clerk to Council) and 4 members of the public

 

1. Apologies – apologies were received from Cllrs Robert Bowen and Richard Williams

2. There were no declaration of interests raised.

3. The Parish Council RESOLVED to adopt and sign the ordinary minutes of the meeting held on 8th November 2021.

4. Open discussion (limited to 10 mins to be shared out between each section i.e. 2/3 minutes each)
4.1. Residents Views: – There were none raised.

5. REPORTS:
5.1. Cllr Toni Fagan Ward Councillor Report: – Cllr Fagan will send the Leaders report to the Parish Clerk to circulate to the Councillors, but highlighted the following salient points:
5.1.1. Cllr Fagan updated the Parish Council on some to the points raised in the Leaders report. The budget meeting will be on Friday and looking at a 2.9% increase and 1% of that will be for Social Care. £1.5M needs to be raised for Adult Social Care costs. There has been opposition to this and suggestions to use the reserves instead – apprehension to use the reserves.
5.1.2. Council Tax relief scheme is running again if households meet the criteria.
5.1.3. There will be increases in prices for council trading services such as car parking fees.
5.2. Clerk’s Report:
5.2.1. The Clerk updated the Council that she had received a copy of the Local Plan consultation.
5.2.2. The Precept Budget had been confirmed.
5.2.3. HSBC Bank have changed the criteria for our bank account and now treating it as a business account so will be receive monthly charges.
5.3. Lengthsman and Parish Footpath Officer report:
5.3.1. Tracy Knights had done the usual tidy up work around St Weonards village.
5.3.2. He had noticed a few fallen trees and landowners had dealt with them.
5.3.3. No other issues raised.
5.4. James Howell, Locality Steward report:
5.4.1. Nothing to report.
5.4.2. The Council asked Cllr Fagan to raise with Herefordshire Council and BBLP about the level of community engagement with Parish Councils and wondered if it could be changed and improved. Cllr Fagan will report back to the Council. Cllr Fagan to action

6. Letter of Resignation from Parish Clerk: Cllr Cain confirmed that the Clerk, Kate Hughes, had given her letter of resignation to the Parish Council. She would like to hand over to the new Clerk before the May meeting. The Clerk has been with the Council for 8 years. The Council RESOLVED to use the recruitment services from HALC at a cost of £200+VAT. Clerk to action with HALC

7. Planning Applications
7.1. The Parish Council considered the following planning applications:
7.1.1. Planning Application – 214626 – Palace Farm, St Weonards, Hereford, HR2 8PL. Log cabin to be used as ancillary accommodation to Palace Farm or as a holiday let unit (Retrospective). Reply by 31st Jan. The Council RESOLVED a recommendation not to support the retrospective planning as they felt that the current state is not in keeping with the locality or the rural surroundings. They would like to propose a recommendation to review the application in 18 months and a statement of intent confirmed as to its final use by the owners. Clerk to action
7.1.2. Planning Application 213798 – Trevannon Farm, St Weonards,
Hereford, Herefordshire HR2 8QF. Proposed extensions to existing agricultural building to house livestock. Reply by 17th Feb. The Council RESOLVED to support the application. Clerk to action
7.1.3. Planning Consultation 214551 – Rhydicar Farm, Priors Wood Road, St Weonards, Hereford, HR2 8PN. Conversion of traditional agricultural barn to a single dwelling to be used as holiday accommodation. Reply by 17th Feb. The Council RESOLVED to support the application. Clerk to action
7.2. The Council noted the update on current planning applications.

8. Jubilee Celebrations:
8.1. The Parish Clerk informed the Parish Council that she had been approached by a member of the Village Hall Committee to see if we were planning any Platinum Jubilee Celebrations. The Parish Council are not currently planning any celebrations but would be happy to support other community events. Clerk to contact Village Hall Committee and Church Committee

9. Defibrillator
9.1. The Clerk informed the Parish Council that the current defibrillator pads expiry date was end of Feb 2022 and therefore the Parish Council would need to purchase some replacement pads. The Parish Council RESOLVED for the Clerk to purchase some replacement ones. Clerk to action

10. Finances
10.1. The Council noted the Bank Balance and reconciliation. The Bank Balance was £5692.18 on 6/2/22.
10.2. The Council noted payment of the following invoices:
10.2.1. Clerks Salary December and January
10.3. The Council RESOLVED to pay the following invoices: –
10.3.1. HMRC mths 7-9 – £208.20 – Chq 100560
10.3.2. Clerks’ salary for February – Chq 100562
10.3.3. Autela Payroll Services Invoice 7840 – £42+VAT – Chq 100561
10.4. The Council RESOLVED to give a donation to Dore Community Transport for £50 – Chq 100563
10.5. The Council noted the following financial risk:
10.5.1. HSBC Bank has now commenced bank charges and treating the PC account as a business account.

11. The Council noted the correspondence received and Clerk’s information sheet.

12. The following items were raised for the next meeting: Follow up on recruitment of Clerk,

13. The Council noted the date of next meeting to be Monday 14th March 2022 at 8pm at St Weonards Village Hall.
