Minutes of Annual Parish Meeting

held on Monday 12th June 2017 at 7pm

Present: Cllrs Mike Cain, Julian Evans, Laura Williams, Richard Williams and
Mrs K Hughes (Clerk to Council)

In attendance: Cllr D Harlow. Dave Atkinson (BBLP Locality Stewards), Nick Pollock Duchy of Cornwall, Stephanie Kitto (Neighbourhood Development Planning, Herefordshire Council) and 42 residents

1. Apologies were received from Hazel and Rob Jones and Colin and Sue Hewitt.

2. Guest Speakers
2.1. Nick Pollock on Duchy of Cornwall presented the Planning Application 171527 – Land south of St Weonards, St Weonards, Hereford, Construction of 24 homes, open space, landscaping, off site path, traffic calming measures and associated works, followed by a question and answer session with the audience. The main points raised as concerns by residents were: a) Question over the capacity of current sewage system to manage the extra properties, b) the potential noise from the Pump House as it will be doing extra work, c) safety of the road for vehicles and pedestrians on A466 south of the village and d) size of the development and is it disproportionate to current size of the village?

2.2. Representatives from St Weonards Primary School and Preschool attended the meeting to update the Council and audience on the current situation with regards to low numbers as both settings. There are currently 26 pupils at the school. The School is part of a federation with 6 other schools so can share costs and resources. The current Ofsted Report was Good and they are currently preparing for another Ofsted and are being assessed as Very Good. The school is currently looking as ways to publicise what they do via Open Days, local press and asked Parishioners if they can help spread the word how well the school is currently doing.

2.3. Stephanie Kitto from Herefordshire Council attended to discuss what is Neighbourhood Development Planning and what it entails. A Neighbourhood Development Plan is to control or guide planning in the local area but it does not stop planning. The Plan has to be in line with Herefordshire Council’s Core Strategy. There needs to be a minimum of 14% increase in dwellings in St Weonards Parish by 2031 and this in an indicative figure and not the maximum figure. It will take up to 18 months to 2 years to complete the plan and consultation process before it can be adopted. A grant of up to £9000 can be applied for to help pay for a Planning Consultant to write the plan. Stephanie’s role as a member of Herefordshire Council is to provide technical advice and support.
2.3.1. What happens if we don’t do a plan? – The parish will automatically be included in the RASA DPD, which is basically the “mop up” plan for rural areas that have decided not to complete a plan. The plan will be based by the settlement boundaries and by existing development. The consultation period for this process opened today on 12th June 2017.
2.3.2. What are the next steps for the Parish? – To proceed with a plan a Steering Group needs to be set up made up of parishioners and representative from the Parish Council. Therefore it was AGREED for a meeting to be set up with those who are interested in finding out more detail about what is involved and the next steps to completing a plan. 3. The minutes from Annual Parish meeting held on 9th May 2016 were signed and adopted.

4. The Chairman’s report – Cllr M Cain discussed the Council’s main activities for the past year and these were:

4.1. Lengthsman – The Parish is looking well kept and reduced flooding from all the ditch work undertaken by the Lengthsman Scheme. Thank you to Tracy Knights and Stuart Bytheway. If Parishioners have any suggestions for areas of work for the Lengthsman, please contact the Clerk.
4.1.1. The Parish Council has continued with the P3 scheme again this year. If Parishioners have any defects on the footpaths then please contact the Clerk.
4.2. Housing Development
4.2.1. There are currently 2 housing development planning applications been submitted for St Weonards Village the Duchy of Cornwall on land south of the village and land adjacent to Clifton House (Whistance Farm).
4.3. Fastershire – A representative from Fastershire Project Team came out and discussed what the timeframes for the project was for our area.
4.4. Defibrillator – The Parish Council have purchased a defibrillator to be put up in the BT telephone kiosk once the Council have adopted it.
4.5. The Chairman thanked his fellow Councillors and the Clerk for their hard work and support throughout the year and also thanked all those who attend and report at the meeting – Cllr D Harlow, Dave Atkinson BBLP and representatives from the Police.
5. Open discussion for residents – The residents at the meeting had no issues raised, therefore the meeting was declared closed at 8.50pm.

6. The Clerk will advertise when the next Annual Parish Meeting will be held in 2018.
